When your Windows installation is corrupt or you wish to install the operating system without a disc, a bootable USB drive is a useful tool. A bootable USB allows users to boot Windows directly from the device. But before that can happen, you'll need to tinker with your machine's BIOS settings.
Step 1
Insert your USB bootable drive into your machine's USB port.
Step 2
Turn your computer off. Turn it back on. Press the manufacturer-specified key to enter the BIOS menu while the computer boots up. This key is different for each model of computer, but is typically one of the numbered 'F' keys. Manathil uruthi songs in text.
Step 3
Select the 'Boot' tab from the top of the BIOS menu using the arrow keys. A list of boot devices will appear under the heading 'Boot Device Priority.'
Step 4
Highlight the '1st Boot Device' option and press 'Enter' to see a list of bootable devices.
Select your USB drive from the list and press 'Enter.' It may be listed by the brand name of the USB drive or simply as 'Removable Device.' Press 'F10' when finished to exit and save your changes. Restart your machine. Windows will now be forced to boot directly from your USB drive.

With the usb plugged in, power up the PC and hit F12 when you see the dell logo, this should get you a boot device options screen, from this screen select your boot device, you may have to disable hibernation in W10 before trying this.

I created a bootable USB drive using rufus for windows 10. I couldn't enter Advance options because my laptop would show a blue screen error (meaning that i couldn't enter safe mode), I also was unable to boot through the bootable USB and this is because of a blue screen error 'Memory Management'.
I took out one of my ram chips and i could finally get into advance options and use the USB as well, but i still couldn't enter safe mode the blue screen error this time was 0xc0000021a and this is the same error i currently get whenever i try to boot straight up.
I also tried to force safe mode boot using the: 'bcdedit /set {default} safeboot minimal ' command from the tutorial you provided but that still didn't change a thing, although I got an error (can't remember the exact thing) when i used the command from the bootable windows USB.

I could boot into Ubuntu from another bootable USB(this time it's ubuntu) but i always get an error whenever i try to access my hard disk, because i don't want to think about cleaning my hard disk without getting some important documents first

Meanwhile, I am unable to disable fast boot from BIOS settings because the only options i see there are:
- Minimal
- Thorough
- Auto.
Finally, I tried 'Reset this PC' from the bootable Windows USB but i got an error saying 'The drive where Windows is installed is locked, unlock it and try again'. I tried it from the default advance options as well to no avail.
